cal tran is now on the scene for a major roadway flooding. we will show you the situation coming up. >> and the roads all over the bay area very wet this morning. it will be a tough drive. a lot of standing water. we'll be here with expanded traffic. >> still rain out there. the main front has moved through. now what do we expect? maybe cold air and thunderstorms. plus part of a veterans hospital still closed because of a mysterious letter. what the fbi has to do before that building can reopen. it's all ahead on the ktvu morning news. good morning, thank you for joining us on this stormy morning wednesday february 16th i'm pam cook. >> and i'm dave clark.

let's check the weather and traffic. >> thank you, dave. a little bit of everything today with yesterday's wind and last nights rain. the cold air is beginning to work its way in and then just offshore will be a round of showers and thunderstorms with hail. it will be cold and breezy but there will be moments of sun. here is sal. steve, there is a high wind advisory for the san mateo bridge and really for almost every bridge in the bay area. san mateo has one. golden gate, bay bridge, dumbarton, richmond, san rafael, and now the martinez bridge has a high wind advisory as well warning drivers to be very careful on the spans because of gusty winds. also this morning we are looking at 280 in the south bay. the south bay commute not too many collisions. still very wet. the south bay commute looks okay. let's go back to the desk.

sal, thank you. we have a lot of rain. it's causing big problems this morning. heavy rains flooded roads, strong winds toppled trees, and thousands of people have no electricity this morning. we have team coverage for you where a flooded onramp has been causing cars to hydroplane. let's go to kraig debro. he's in san francisco. part of a freeway is shut down. good morning. >> reporter: good morning, dave. it's all caused by a sign. problems existed for six house. cal tran is up there now behind me. i will show you what happened a few minutes ago. cal tran workers working on the sign. what they started to do is cut it with a saw. they cut off half a sign and fell to the ground. this problem started around midnight this morning. according to the chp the problems first reported around midnight. a couple minutes later they reported debris hanging from the sign. that's what caused the closure

of northbound 280 into san francisco. so if you take that route early in the morning you will not be able to get down to san francisco because of that. it wasn't just the sign causing a roadway problem there was an injury because of the sign. according to chp a big box truck hit the sign and caused that dangling debris. another motorist coming after that big box truck was hit in the face. we are not sure if it was debris. there was an injury related to this. they decided to close this part of 280 down until 7:45 this morning. that could be a major traffic problem for people trying to get into downtown san francisco. we will keep an eye on this until and when this is fixed to let everyone know when that will be fixed. we are live in san francisco kraig debro ktvu channel 2 news. let's go claudine wong who is

at a different problem. >> reporter: we are out here monitoring the situation. cal tran crews are here. this is the area if you are not familiar with this area if you are coming down 19th you have to cross through this area. cal tran got out here trying to fix the problem. i was just talking to the cal tran crew working on this. here's the new problem. you see the water on the roadway? they cleared a drain on the opposite side. they were working on that side clearing it. there is no drain on this side. that is the question now. how do you clear out all this water? this is a construction zone. this is right underneath doyle drive. they are not sure what to do about the water here. they are looking at trying to find a drain on this side. he's taking the rerod running around to see if there is nothing missing. if there is no drain there is nothing they can do. these cars as they go through here will have to deal with the water. we have watched cars come through here very, very quickly

and hydroplane a little bit. there is no signs warning people this is the situation. so as it stands now they are looking. trying to find a solution but if there is no drain there is nothing they can do. if you are heading in this direction, be aware there is water on the roadway it's flooded and it might be like this all morning live. reporting live in san francisco claudine wong. >> thanks for the heads up. time now 6:06. the big storm is dumping lots of snow in the sierra. it's making hard for drivers to get around. our reporter is joining us live from palat pines. i see the snow. how are you holding up? >> reporter: pretty good. we are getting dumped on here within the last hour when we first got here there were barely any snow flurries. take a look around you can see white out conditions here.

cal tran has been by trying to plow the roads. we have seen a number of cars slipping and sliding. the snow is really sticking now. the temperatures are starting to stick. it quickly turned from rain to snow flurries to what we are seeing now. we are told near kiber and highway 50 there is near whitous conditions. if you don't have to be on the road, it may not be the best day to travel. back to you. >> before you go i know they are advising people to stay off the road. this weekend is president's holiday. a lot of people out of school on monday. have we heard what it will be like? >> we are told another dumping of snow is coming tomorrow. it may be cleared up by this weekend. you can bet there is nothing that will keep those enthusiast away from the sierra here. even today with these conditions we always run into a

number of people that say this is a perfect day to go snow boarding or skiing even if they have to face the treacherous conditions. >> yes, we call them powder heads. [ laughter ] thank you. thousands of bay area residents have no electricity because of this big storm. just a short time ago we got an update from pg&e. they tell us 400 customers are without power in half-moon bay. there are nearly 300 outages now in mil bray -- millbrae. and in danville and alamo there are more than 430 outages. pg&e tells us power is back on for customers in hayward and lafayette. >> that is good news. fire investigators are busy looking for the cause of a moraga house fire that caused

$200,000 worth of damage. it's right near the lafayette reservoir. the homeowners called firefighters that got there in a couple of minutes to find smoke and flames pouring out of the living room window. crews say putting out the flames were a lot harder because of the strong winds. police in vallejo have been searching for a man that has been searching for more than a week. robert mast took his dog for a walk a week ago he has not been seen or heard from since. his dog came back home alone. it's highly unusual for him not to be in contact. united airline fleet of boeing airplanes are out of service this morning. we took a look at one of the planes that was there at san francisco airport. united expects those planes to

be back in the air tonight. the planes were fully functional. the fbi is now testing a suspicious letter mailed to the va hospital in palo alto that left a mail clerk sick. test results are expected today but the va building will stay closed until that investigation is finished. now a va spokesperson says a mail room clerk opened an envelope containing a gritty substance and became ill. he is doing okay now. no other patients were effected by employees by the first floor they were evacuated. we have commute problems this morning. sal, what is the late nest -- what is the latest? >> reporter: it has been tough driving all over the bay area. first of all northbound 101 that ramp is still closed to 280 northbound because of a sign that was coming down on

toes lane. so you have to stay on 101 northbound to get into downtown san francisco. the 280 extension is not available to you. the 280 extension is open if you are coming in from 280. let's say you are coming in from 280 or daly. that sign is gone now. they took the whole sign down. presumably they are going to put a new sign up because they say they are not going to reopen this until 8:00. perhaps they have to put a new sign up. that is the delay the holdup. cal tran crews are out there. you can't use 101 to 280 right now. let's move along and take a look at the westbound bay bridge. there is a small delay at the toll plaza. this is when they do turn on the metering lights. if you are driving on highway 4 this morning, contra costa county, we have slow traffic there. traffic will be busy on contra

costa freeway. 6:11 let's go to steve. thank you, sal. wind, wind and rain last night. partly cloudy and sunny and breezy and showers. possible thundershowers that will be today. there will be a system coming in thursday night and friday and lingering saturday morning but then after that it will not be as bad. there will be sun especially on sunday. next week it looks like the pattern wants to reload. you have seen the snow up in the sierra, nevada. this is a cold unstable air mass that will swing in. you see the front moving through. there are brights over the bay area. some up toward mendocino county and lake county there are snow advisories out for 3,000 feet.

winter storm warnings for a lot of snow up toward tahoe and truckee. there will be moments occasional sunshine but we will start to juice up the atmosphere as this starts to move in. this will give us anything. some of the rain has been around a quarter inch of petaluma is in there. concord two-thirds. redwood city two-thirds. san jose had four tenths. two plus in the russian river. when i first came in here two hours ago it was 49. they are going down. this system could give. there could be bursts of very heavy rain possible thunderstorms. it will be colder. breezy and blustery at times. a lot of snow up there in the high country. winter storm warning until 4:00 a.m. tomorrow. snowfall in feet and the snow level around 3,000 feet.

it could go up a little bit. even around here there could be a dusting on the higher peaks. 50 low to mid should cover it. it will be a cold blustery day but partly sunny and cloudy. rain friday and saturday. does crime pay? how prisoners are using the government to illegally get their hands on big money. also snowballing patrol test in the middle east. antigovernment protestors hitting the street in several countries. where the united states is keeping a very close watch right now.

senator john kerry is in pakistan. >> good morning, westbound 92 high wind advisory on the san mateo bridge. you are looking at the san mateo bridge. in fact for every bridge expect for the cadenez bridge has a high wind warning. senator john kerry is in pakistan trying to win the release of an embassy worker charged with murder. president obama sent senator core kerry to pakistan to argue

that raymond davis should not be tried in pakistani court because he should have diplomatic immunity. he has been detained since january 27th after he shot two unarmed pakistani men on motorcycles. davis claims the men were trying to rob him and he was acting in self-defense. many pakistanis have taken to the street. the taliban has warned anyone helping to release davis will be be -- iran state television says progovernment supporters forced antigovernment activist to leave the memorial. they chanted slogans calling for the death of opposition protestors. protest in the middle east are spreading to the persian gulf. alison burns is tracking the

protest. alison. >> reporter: dave, thousands of u.s. military personnel and a fleet of american warships are in bahrain. the united states is expressing a lot of concern about what is happening there this week. this is video we pulled off of you tube of protestors pour into a main scare in bahrain. it's the third day of protests. the warships and thousands of u.s. military personnel are in bahrain keeping an eye online and protecting the flow of oil through the gulf. two people have been killed in confrontations with police and in a rare speech bahrain's king expressed his condolences and promised reform. the u.s. issued a statement late yesterday calling on all parties to show restraint and

refrain from violence. reporting live in washington, d.c. alison burns. a battle is brewing in marin county involving a convicted killer who died in prison. edward schafer was stabbed to death by another inmate. he was sentenced to life in prison for killing emily and wounding her father in a crash. he was asked to pay $1.4 million in recitation-- in restitution. some inmates in california prisons have been using their time behind bars to scan the irs. the irs is california, florida, impasse lead the nation in flaunt tax returns filed by inmates. prisoners in three states received nearly $19 million in irs refunds in 2009 after filing false tax returns.

time now 6:20. let's talk about our commute. we have a lot to talk about. sal, how is the toll plaza? >> it's pretty slow trying to get into san francisco. we will show you the toll plaza here. there is a little bit of a backup because the metering lights are on. it's not as see receive -- it's not as severe. you can see traffic is pretty busy. the high wind signs are up on almost every bay area bridge so it will be crowded. as soon as it gets crowded here approaching the bridge or on the bridge you will see the metering lights come on and cycle on extra slow to allow the bridge traffic to sort of clear out so it doesn't get too backed up. you can see traffic on the bridge will be moderately heavy now. moving along to the south bay this has been a pretty nice commute. 280 northbound getting up to highway 17 continues to be okay. 101 as well. that commute might get a little

busier later on. for now it looks all right. let's go to steve. thank you, sir. front moved through but not before we had a wild ride with the wind last night. now there is still areas of rain and there will be lines of showers and thunderstorms forming. there will also be sun here later on today. it will get very cool to cold. the first system moving through and heading into san mateo. you can see the snow to the north and the sierra where it's just continuous. that ban right off from ukiah that is swinging in later on. now that will give us anything and everything if it comes right over us. by that i mean thunderstorms possible. it looks like there is a line forming from fairfield. see that line from vallejo. right there. petaluma. so that is what we will see the lines forming. temperatures are cooling off rapidly. santa rosa is 44. fairfield 46. livermore 46. hay word and mountain view --

toll plaza. san mateo, golden gate and richmond moving well. let's go back to the desk. >> all right, sal time now 6:57. just within the past hour we found that laura logan is being released from the hospital today. she will continue her recovery at home. now network executives say she was brutally attacked on friday. hundreds of people were celebrating egypt's former president mubarak's resignation. she became separated from her crew and she was sexually assaulted and beaten by an angry mob. she was rescued by a group of women and children and 20 soldiers. a woman says she was forced into prostitution is telling her story for the first time. for nine months she was locked inside a gilroy warehouse with three dozen other women. a man brought her to the u.s.

in 1998 from mexico she thought to work in her restaurants. once in california she was forced to have sex with men at his bar in morgan hill. threats against her family kept her from leaving. >> sometimes they would take me to a motel or sometimes in the car. >> she eventually came forward in 2006 but the statue of limitations ran out to prosecute anyone. time now 6:28. just hours ago developments about a stranded barge in the san francisco bay. boy this brings back bad memories of the costco disaster three years ago. it looks like a lava flow through the oakland hills.

welcome back to the morning news. just rang the opening bell in new york this morning. could be a pretty good day thanks to positive economic news this morning. live look at the big board there. the dow jones up to a good start. up 16 points to 12,241. >> we will take that and say good morning, to you. wednesday, february 16th i'm dave clark. >> good morning, i'm pam cook. time now is 6:30. we want to go over to sal because the roads are wet and there are problems. >> this closure on northbound 101 to northbound 280 in san francisco. these are pictures that sign that was there has been taken down and they have to replace it. northbound 101 in san francisco you cannot get on to northbound 280 and it's not going to be open until about 8:00 this morning. so if you are coming in from the peninsula or airport, these are pictures of the sign being essentially cut off. they cut the first part of it

off. you will see the guy with the saw and it fell to the ground. then they took the last part of it off. then they replaced the sign. this is causing a traffic jam on 101 a lot of people are using 280 instead to get on the 280 extension. it's 6:32 let's go back to the desk. on top of that down power lines and trees pg&e crews are dealing with. tara moriarty is live in oakland where the down lines actually melted the asphalt. good morning, tara. >> reporter: good morning, dave. it looks like a lava flow through the middle of the street. as you take a look behind me here the police have blocked off the street so no one is exposed to the dangerous wires. we are off of skyline boulevard where fallen trees have snagged

the lines. they burned through the street. pg&e crews have reentered the scene. they have turned off the electricity so they can remove that large tree. the second one to topple in this neighborhood because of strong winds from the storm. >> we have multiple wires all wiped through the tree. so they can't cut the tree up and not have a hazard to themselves without pg&e okay. >> reporter: about 100 customers were without power. we have not received word when the power will be restored. we are at the corner of skyline to evergreen hills. traffic is not being let through. if you live in this area you might want to rethink your commute. for now we are live in the oakland hills i'm tara moriarty. a stranded barge is now docked in oakland after an emergency cleanup operation that may well have prevented a disaster. the barge ran into ground yesterday morning right near the st. francis yacht club. our ktvu news crew was right

there last night look when that barge was finally removed at high tide and moved across the bay. it was carrying thousands of gallons of fuel and hydraulic fluid. >> if she would have sank those things would have ruptured. >> that would have caused a spill bigger than any in the area. but in this incident the barges fuel tanks held tight only about a gallon of oil leaked into the bay. investigators are busy. they are trying to determine who is to blame in a fatal crash that called a chp officer in northern mendocino county. that officer identified as thomas adams he was on the force just two years. the chp says he was killed in a head on collision on highway 101 near the humboldt county line. it's still not clear which vehicle crossed into on coming

traffic. the two people in the other car they were rushed to a hospital. they have since been released. san francisco police now have a sketch of a suspect in the fatal stabbing of a teenager last week. he's described as asian 18-19 years old 5'10" and weighs about 160 to 180 pounds. again take a look at the sketch. he may have a mole on his upper right cheek. the suspect is wanted for the stabbing death of victor zang. a bay area port rare director is due in court to face felony grand theft charges. he cheated several families that came to his funeral home. he presold funerals and spent the money. investigators say washington swindled his customers out of at least $30,000. his funeral parlor has since

closed two years ago. let's go right to sal. lots to talk about on your commute. >> i'm sure it's drawing a diagram to one of our producers as to how the closure on 101 will effect people coming in from the peninsula. a lot of people come in from the airport. they want to get to downtown and they take the 280 extension. we will run that down for you coming up. right now i will start with the bay bridge. on the bridge you can see traffic loosened up. you want to know how they do this trick? they turn the metering lights on and they make people wait at the toll plaza. let's take a toll plaza shot. people are just hanging out here and that way the meter traffic on the bridge. it's actually one of the things that makes traffic smoother they say for everyone. a little bit of waiting here and much smoother on the bridge. moving a i -- moving along this

is 101. if you are driving on 101 northbound, you cannot use 280 to get downtown you have to stay on 101 because of a detour. now if you are coming in from daly city and you are on 280 you can stay on the 2808 extension. it will be this way for another hour and ha half. let's move along and take a look at actually we'll move the map here. my bad. there is a crash on the oregon expressway. a truck ran into a pole. the pole is blocking the two lanes of westbound oregon expressway. be careful there. in the east bay in livermore traffic has cleared up. let's go to steve. thank you, sal. the good news is it will not be as windy today. there are areas of sun. see you can get that. there will be some. look at the clouds building up. this will be an active day for

towering qume warehouse clouds. everything is start to establish itself. colder today. breezy. possible thundershowers. more the same tomorrow. i think we will get another front with rain late thursday into friday. after that the weekend will not be as bad it will be cool and breezy. next tuesday next tuesday i say that because there could be a system driving straight down out of the north and it could get really cold around here. i don't want to get too far ahead of myself. we have to deal with this coming through. now this is what is upstream. that has to come in as well. the scattered showers are like themselves. the front went through. right around napa, vallejo toward san rafael you see a line right there. that's what we will see. then another one. so you will get the lines and

we are following all the weather trouble spots across the bay area this morning. let's take a quick look at the top stories we are following right now at 6:43. the fbi testing a suspicious letter. this was mailed to the va hospital in palo alto. it left a mail clerk sick. the test results are expected today. the first floor of the va hospital building will stay closed until the investigation is completed. protestors in the persian gulf regions of bahrain are

protesting again today. a fleet of navy ships and thousands of u.s. military personnel are stationed there. and a critical hearing is set for today in oakland's controversial plan to crack down on violent street gangs. a judge will listen to testimony on opposing gang members. it has been pouring in many parts of the bay area and this morning flooded roadways are causing some dangerous conditions. take a look at that. ktvu channel 2 reporter claudine wong is near a freeway entrance where cars have been hydroplaning. do they know what caused all this water to pool there? >> reporter: basically you have a couple of problems. they cleared a drain that was blocked on the other side of the roadway. but you still have water here. you see this flood right here, there is no train there. there is no way to clear out anything because the drain is

further up this read. this is a construction area. this is where you come from 19th avenue toward the golden gate bridge. you have to come through here to the tunnels. they come through here pretty quick. we have gotten wet a couple times. they are not knowing telling there is flooding this way. so when they get through here, what happens is they usually hit it at a pretty good speed. you see this bus here it's slowing down it's figured out what is going on. they hit it so quickly that they hydroplane or really douse us with water. the cal tran crew that was out here said they will put up a sign. there is nothing they can do. they will put a sign up top that says roadway flooding. they can't do that yet because they went over that 280 incident there. eventually they will come back here and get the sign up and warn people coming through

here. here comes another car coming a little too fast for that water. if you are coming through here here's your warning. if you are coming from 19th avenue to the golden gate bridge be careful there is roadway flooding. live here in san francisco claudine wong. a los angeles county employee apparently died while working in her cubicle but no one noticed for 24 hours. 51-year-old rebecca wells was found slumped over her desk by a security guard saturday afternoon. the exact cause of death is unknown. wells coworkers say they didn't see her because she was working in the line of cubicles that was unoccupied. yesterday the judge ruled that the jury can hear part of a secret recording of bonds' former personal trainer. greg anderson reportedly

describes giving steroids to bonds. the defense argues the state is irrelevant to the central question whether or not bonds lied under oath. a san francisco supervisor wants a hearing to reduce the off leash areas. the park service issued a proposal last month to drastically cut back on the off leash areas. yesterday supervisors scott asked to hold a hearing from residents and businesses and public agencies within the next month of two. speaking of dogs a scottish deer hound has won the title of america's top dog. >> best in show is the deer hound. >> the deer hound. five-year-old female named hickory won best in show at the westminister kennel club in new

york. beautiful dog. first time a scottish deer hound has ever won that prize. the other finalists include a pekineses. a black cocker pineale. the year of the heir is heading to san francisco. mayor ed lee honored the upcoming chinese new year with a proclamation. lee told the audience that the chinese new years celebration is wonderful because it includes all of the cities diverse communities and ethnic groups. the chinese new years parade is this sat -- is this saturday. you can watch it live here on ktvu channel 2. we will be waving like that. we are ready. sal is ready with your commute. there is a lot to tell you about the commute.

>> that is right dave and pam. it has been a tough drive. a lot of collisions and standing water. we are all over it here. obviously we will go first to a look at the new crash 880 southbound at 92. motorcycle accident with minor injuries. however southbound 880 will be slow coming down to hayward. and then northbound may also be slow as well because of the collision. again southbound 880 at highway 92. i want to show you the south bay. 280 is already slow. tough driving in the mountains. we haven't had that many collisions. when you get to work fire up your computer send me a tweet. tell me how your drive was or e- mail. i'm mostly on twitter these days. let's move along and take a look at live pictures. westbound bay bridge that traffic is moving along okay. this is a look at the actual bridge. at the toll plaza before you make it there you will be waiting for a little while.

well good morning, to you. welcome back. time now 6:55. in a couple of hours at noon today the father of john walker linh the so-called american taliban will talk about his son's case at the university of san francisco law school event. john walker linh was arrested as an enemy combatant back in 2001. it happened during the u.s. invasion of afghanistan. right new he's serving a 20- year prison term. san francisco's state faculty is proposing a $1 million. sf state needs to cut a total of $32 million from its budget as the system prepares to lose half a billion dollars in funding next year. today the santa clara valley transportation authority will phase in clipper cards.
